I have travelled from Bangkok Airport to Bangkok regularly. The fare is about 500 BHT. When you arrive at the airport there is a number of counters that sell travel to Bangkok by taxi or limousine. If you have not been there before use the counters to book your travel. Do not just get into the first available taxi as the cost will be much more and the driver will tell you that the meter does not work.

Just join the taxi queue with the rest of the crowd. The staff manning the queue will be able to communicate your destination to the taxi driver in Thai and take down the number plate of the taxi so that you may lodge a complain if they over charge you.

I agree with Bob, however, you do not need small change. The toll booths on the way to the Bayoike will give change for 1000 baht if that is all you have.
Meter taxi will not use there meters they will ask for 300 baht.I have never payed more than 300 baht.
